New rules have restricted the teams to finish their business by August 9, 2018. Lets take a look at the done deals, and possible transfers for the big guns.
#1 Liverpool: (highest spender till date)
The Champions League runners-up look to continue their season from where they left off. Klopp has built a very strong squad with enough depth, capable of fighting on all fronts. Last season, Liverpool were hindered by injuries at the tail end.
But they have seemingly learned their lesson and added some world class players to the roster. They have spent a staggering €182 million in this transfer window, making them the highest spenders to date.

In: Keita, Fabinho, Shaqiri and Alisson
Not only did they manage to keep hold of their lethal front three, but also bolstered the main areas of their squad. Though Emre Can has left the club for Juventus, signing Naby Keita and Fabinho will provide the energy and creativity in the center of the park.
Xherdan Shaqiri will provide cover to the front three. The much needed pair of safe hands between the sticks will be provided by the most expensive keeper - Alisson Becker.
Possible signings: Aaron Ramsey.
According to Goal, the rumors linking Ramsey to Liverpool have resurfaced in the last couple of days. It’ll be an interesting deadline to watch out for.
#2 Manchester United
The third season with Mourinho looks to be a nightmare for United fans. Mourinho is not getting his preferred players and the pre-season results are not looking great. Against Bayern Munich, Mourinho fielded a strong lineup and yet his side only managed 28 percent possession with 0 shots on target in 90 minutes.

Manchester United are in the market for a new center-back and a winger - if Martial leaves. Martial is seemingly adamant about parting ways with United in search of regular game-time. Mourinho is considering Willian to cover the flanks.
As per ESPN, a swap deal between Chelsea and United could be on the cards. United have done some great business with the signing of Fred. Fred and Pogba should boss the midfield for United.
To improve the squad, the Red Devils need one quality center back. After the unsuccessful pursuit of Leicester City defender Harry Maguire, United are looking at Toby Alderweireld as per Metro.

#3 Manchester City
This has been a quiet transfer window as per Manchester City’s spending. However, City still possess a squad which is capable of winning on all fronts. Pep was looking to bolster their midfield. City were linked with Fred and Jorginho, but both players have joined their rivals instead. At present Pep looks happy with his options.

#4 Tottenham Hotspur
Spurs have been totally inactive this transfer season. There have been no departures and no arrivals. Poch seems to be interested in just a striker. However, Spurs will try to offload some players as per Skysports.

#5 Arsenal
Unai Emery has revamped the squad with some new signings. Arsenal had a brilliant pre-season and are expected to be back in top 4 this year. After the departure of Wenger, Arsenal reacted quickly to snap up Emery. Emery has shown great faith in the current squad and added some more quality to it.

As per Express, Aaron Ramsey may depart Arsenal this season. This could leave Arsenal looking out for a midfielder before time runs out. Apart from this, no other signings are expected.

#6 Chelsea
Chelsea got another manager this year - Maurizio Sarri. He achieved some great results with Napoli last season. Chelsea fans will be hoping the same from him this season as well. Without Champions League action, Sarri had the responsibility of retaining the squad as much as possible.
It looks like he has successfully warded off the interests of Real Madrid and Barcelona in Hazard and Willian. However, Courtois seems to be on the move to Madrid.
To implement Sarriball system at Chelsea, the coach has brought in his main midfielder (Jorginho) from Napoli to Chelsea. Although Jorginho was linked with Manchester City, Sarri convinced him to join Chelsea.

Chelsea might be interested in signing the want-away Man Utd youngster Martial. His young age and lethal speed could tempt Chelsea to do a swap deal with United. United are interested in signing Willian.
Also, if Courtois’ deal goes through, they will be in the market for a new keeper. Chelsea were interested in Alisson, but he has already signed with Liverpool. Jordan Pickford or Butland seems to be their targets. There are some rumors linking Cillessen to a Chelsea move as per Express.
